CDM Workshop - Aimed at those involved in Highways Construction
Introduction
The Construction (Design and Management) Regulations 1994 came into force on
the 31st March 1995. They apply to companies and contractors involved in
building projects. Their aim is to make construction work safer, without
imposing undue burdens on businesses. The legislation implements aspects of the
EC's temporary or mobile construction sites directive.
Aims
This workshop is aimed at those engaged in Highways Construction. It will
make personnel responsible for implementing the Construction (Design and
Management) Regulations 1994 aware of the needs arising in order to meet such
regulations.
The Course Covers
The broad outlines of the CDM Regulations and the reasons for their
introduction
The responsibilities and roles of the various parties involved: Client,
Designer, Planning Supervisor, Principal Contractor, Contractors etc.
Hazard Recognition - at the design stage
Construction Techniques - Pre-stressed concrete, piling, Excavation,
Hazardous Materials.
Site Conditions - Adhesives/Solvents, Windows, Access for Construction
and Maintenance.
Construction - Traffic, Working at Heights, Cranes, Confined Spaces,
Excavations, Materials, Hot Work, Substances/Chemicals, Access,
Segregation.
Activities - Road Repairs, Re-laying, Safety of Public and Workforce,
Traffic Management, LPG, Machinery, Plant and Equipment.
Risk Assessment and Method Statements - The importance of these in
tendering and Contract Processes to fulfill the objectives of CDM.
Pre-Tender Safety Plan Elements - Nature of Project, Existing Environment,
Existing Drawings, The Design (significant risks), Construction Materials,
Site elements, Overlap, Site Rules, Liaison.
Construction Phase Safety Plan Elements - Arrangements for Health & Safety during
the construction phase, Management, Standards, Information for Contractors,
Selection Procedures, Communication, Activities with Risks, Emergency
Procedures, RIDDOR, Welfare, Information and Training, Consultation, Site
Rules, Health & Safety file, Monitoring.
